Triple Baltic Notarial Board: „The more acts a notary will be authorized to take, the better it will be for everyone
Everyone should receive highly qualified notarial assistance – from a child to a person of venerable age, from a student to a businessman, from a family to gigantic joint-stock companies. This was the essence speeches of heads of notariats from Lithuania, Latvia and Estonia who gathered in Vilnius.
The president ot the Latvian Notary Public Board Ilze Pilsetniece, the President of the Estonian Notarial Chamber Tiit Sepp, vice-presidens and members of boards from all the three countries shared their oppinions and experience at the highest level meeting of heads of notaries from the Baltic states in Vilnius.
The president of the Lithuanian Notarial Chamber Marius Stračkaitis who initiated this meeting with collegues from Latvia and Estonia pointed out that notaries actually have to face a lot of situations which would be always useful for notraries to discuss in the legal sphere that demands profound professional knowledge, although it is the person who has come to seek notarial assistance who is the most important. „Here, as well as in Latvia and Estonia, there exist notarial qualification certification, professional trainings, international advance training courses, meetings with law scholars. In our colleagues‘ countries, as well as in Lithuania, a notary is constantly improving his/her qualification and becomes a true assistant to everybody in legal issues. It is the question how to render even more qualified services to everyone who may need a notary‘s help that was the most important today for us and the heads of neighouring countries‘ notariats,“ – said the president of the Lithuanian Notarial Chamber Marius Stračkaitis after the meeting of the Triple Board.
Representatives of Estonian and Latvian notarial chambers explained why it makes sense to expand notarial activities. „For example, in Latvia and Estonia a notary will have a right even to dissolve a marriage, i.e. to divorce a couple if they have no claims regarding property or children“, - said the president of the Estonian Notarial Chamber Tiit Sepp. „The more acts a notary will be authorized to take, the better and safer a person will feel, the less time will be spent going from one authority to another“, - the Estonian notary pointed out. Today Baltic notaries and the dean of the Vilnius University Law Department prof. hab.dr. Vytautas Nekrosius who took part in the meeting also discussed the issues of the civil responsibility of notaries, their independence and prospects of notariat.
Having appraised the magazine „Notariatas“ regularly issued by the Lithuanian Notarial Chamber and avialable to anyone who may be interested in it, the Baltic lawyers have shown interest in the idea of prof. hab.dr.Vytautas Nekrosius to issue a joint three Baltic states‘ magazine for notaries.
Baltic notariats have been cooperating since 1996, when „Amicable Cooperation Agreement between the Notarial Chamber of the Republic of Lithuania, Notary Public Board of Latvia and the Notarial Chamber of the Estonian Republic“. Last year the meeting of heads of notaries from the Baltic States took part in Riga. The next year it is planned to be held in Tallinn.
