The International Union of Notaries (UINL) held its institutional meetings in Tbilisi (Georgia) on 11-14 May 2017, attended by the president of the Lithuanian Chamber of Notaries Marius Stračkaitis
The president of the Lithuanian Chamber of Notaries Marius Stračkaitis attended the meetings of the Commission for International Notarial Cooperation of the International Union of Notaries (UINL) and the General Council of UINL, held in Tbilisi (Georgia) on 11-14 May 2017. Consultants of the Lithuanian Chamber of Notaries Laima Mikiparavičienė and Eglė Čaplinskienė also attended the meeting.
The president of the Lithuanian Chamber of Notaries and a member of the Commission for International Notarial Cooperation (hereinafter - CCNI) Marius Stračkaitis attended the meeting of the Commission for International Notarial Cooperation, held on 11 May 2017, i.e., the first meeting of his 2017-2019 term of office.
The meeting of the Commission for International Notarial Cooperation of the International Union of Notaries (UINL) approved the minutes of CCNI commission meeting of 16 October 2016, held in Paris, and the minutes of CCNI office meeting of 22 April 2017, held in Salzburg, heard the report of the president F.Leopold on the commission’s internal-organizational issues (for ex., regarding the total number of commission members), discussed the possible amendments to UINL regulation and recommendations to the UINL Management Board and the General Council, heard the reports of the treasurer and the secretary. The meeting focused on analysis of the problematic situation within the Macedonian notariat. The situation of notariats (Belarus, Iran, Lebanon) willing to become the UINL members was discussed, as well as the situation of notariats (Australia and New Zealand) intending to become the members-supervisors of UINL. The CCNI commission supported the decision to accept Australian and New Zealand panel to attend as UINL observers and decided to recommend the General Council to assign this notariat to the UINL working group “Civil Law – Common Law”.
In order to gather as much data as possible on relevant issues of UINL notariats, the president F.Leopold provided a draft questionnaire. Decision was made to complete the coordination of questionnaire until the end of June 2017 and send it to all members of the UINL.
Participants of this UINL General Council meeting were introduced to the minutes of meeting, held by UINL General Council in Paris on 18 October 2016, and decisions made by the UINL Management Board in Madrid on 3-4 February 2017.
The president of UINL Josė Marqueno de Llano issued a report on its activity for the first half of 2017 and anticipated activities until November of 2017, when the assembly of member notariats will be held in Cancun. The president’s priorities for activities: notary training and education, authentic documents and maintaining relationships with other organizations in fight against money laundering.
Vice-presidents of the UINL presented the continents and the chairpersons of continental commissions their work programs and discussed the situation of the UINL notariat members in Africa, America, Asia, and Europe. The Commission for International Notarial Cooperation, Consultative Committee, Commission “Themes and Congresses”, Notarial Social Security Commission, Notarial Deontology Commission, Human Rights Commission, Notarial Continuous International Cooperation Office, as well as the following work groups: Authentic Documents, Training and Education, Fight against Money Laundering, Innovative Technologies, Cooperation with International Organizations, and Real Estate provided the reports on their activities during the General Council meeting. The treasurer of UINL Laure Thonney presented her report and a new UINL website was introduced.
