However, changes will not affect the most important constituent part of notary’s work – preventive legal function, participation of a notary in order to ensure prevailing role of law in civil transactions.
This was declared by the President of the Lithuanian Chamber of Notaries Marius Stračkaitis during the 5th legal congress of the Lithuanian Bar Association held in Seimas in Vilnius City on the 9 May. The Lithuanian Bar Association celebrates its 25th anniversary.
M. Stračkaitis in his report has reviewed law-making initiatives of the last year focused on increase of transparency level of state finances and strengthening of the role of notaries in assurance of security of state finances. Talking about striving to reduce cash turnover mentioned in Government programme M. Stračkaitis emphasized that pushing of settlements made by great sums of money beyond the law fits completely into traditions of countries with Latin notariat. The Lithuanian Chamber of Notaries upholds the similar position regarding the aspect that narrowing of cash turnover will increase safety of both customers and state finances.
“However, we bring to your notice that it would be wise to use experience of countries of Western Europe proven by decades. So we would like to encourage legitimization of settlements through a notary deposit account as the only method of settlements for real estate”, President of the Chamber of Notaries said.
M. Stračkaitis told that the Chamber of Notaries will soon start implementing the project of e-notary information system at its own expense. Ultimate purpose of the project is to create safe and modern electronic environment, where a customer will be able to directly cooperate with a notary and perform most of notarial actions.
