W. Orlowskij: “Notary fee is not the money – it is guarantee of safety”
World notaries deal with problems of family guarantees, bank documents, avoidance of legal disputes, fight with worldwide white washing and seek to make notary as much as closer person’s adviser in all over the world. Notaries from the entire world and from Lithuania discussed these issues at general meeting and congress of Notary Chamber Members of International Union of Notaries (UINL) which took place in Madrid (Spain).
World Congress of Notaries took place in Madrid on the 3rd-5th of October, where President Daiva Lukaseviciute represented Notary Chamber of Lithuania. 27 notaries of Lithuania participated in the 25th International Congress of Notaries where the main issue and motif was “Notarial body is a world-wide institution”. Respectable guests spoke under relevant issues of Notary’s office at the Congress of Madrid. President of Madrid autonomy, President of Latin Notary’s office of Spain, Minister of Justice of Kingdom of Spain and Prince of Spain Felipe de Borbon and his wife Princess Letizia Ortiz welcomed notaries from the entire world.
Prince of Spain spoke that he has no doubts about important notary’s role both in contemporary society and economy. “Legality control, i.e. preventive law function is notarial duty derived from Roman law. Notary is the most important state instrument that ensures law observance” – Prince of Spain spoke at World Congress of Notaries.
Witolda Orlowskij, economist from Poland who worked in the World Bank for a few years, spoke to notaries from five continents that person’s title of ownership was not known and protected in Poland and in other post-communist states for quite a long time, everything belonged to state. Therefore protection of human rights is currently very important and relevant. Speaking about notaries’ rates economist stated that if ensuring of title of ownership provided by the notary is so important then it has to cost respectively. “It is necessary to understand that notary fee is not the money. It is guarantee of safety” - Witold Orlowskij who worked in the World Bank for many years spoke to world notaries.
Introducing report of Notary Chamber of Lithuania it was emphasized that “Lithuania is the state which seeks to modernize itself and is introducing so called “one stop shop” principle (NETSVEP) in the transmission of real estate. Two notaries from Lithuania will hold very respectable appointment in the context of world notary’s office after this Congress. Notary Asta Kieliene, Member of Presidium of Notary Chamber of Lithuania, who became Member (Chancellor) of General Council will represent Notary’s office of Lithuania in General Council for 2008-2010. Marius Stračkaitis, Vice-president of Notary Chamber of Lithuania, was appointed representative of Notary Chamber of Lithuania in the Committee on European Affairs for the second cadence for 2008-2010.
Heads of managing bodies for the term of office for 2008-2010 were elected. Eduardo Gallino from Argentina was elected new president of International Union of Latin Notaries (UINL). Notary Chamber of Georgia was admitted to International Union of Notaries at this Congress. Another, the 26th International Congress of Notaries will take place in Morocco in autumn, 2010.
