A real estate transactions system of „one window“ is trapped
Implementation of “one window” system, which is supposed to facilitate real estate transactions for clients, is trapped.
This was stated on Tuesday, when a Minister of Justice Remigijus Simasius visited the 19th Notary Bureau of Vilnius, which attempts to test Public Electronic Service of Real Estate Property, designed by State Enterprise Centre of Registers (PESREPT).
A notary Mindaugas Kacergis, trying the system, states that PESREPT system is still not reliable and completely inconvenient to use, there are evident shortfalls of its design.
According to Marius Strackaitis, a president of Lithuanian Chamber of Notaries, development of a system, lasting almost four years and having cost more than 5 million Litas, now did not even a bit moved forward with “one window” service for users. Notary clients continue wasting their time for visits both at notary bureaus and at the center of registers.
“Neighboring Estonia has already suggested an alternative – development of analogous system was transferred to Estonian Chamber of Notaries, where a reliable electronic service system has been designed and implemented at least twice cheaper – for approximately 2,4 mln. Litas, - stated M. Stračkaitis.
He is very careful with a perspective of having Centre of Registers removed shortfalls of PESREPT system by the April 1st, and that a service of “one window” for real estate transactions will be able to be implemented at all notary bureaus.
By the PESREPT system it is attempted to modernize making order of real estate property transactions, to make it more convenient and inexpensive for users.
